Whenever we have a problem behavior we need to look at two things first:
1. What is reinforcing this behavior and how can I stop that happening?
2. What would I like my dog to do instead of this unwanted behavior?
It's quite natural for puppies to want to jump up to you and lick, in fact it is a sign of great respect and affection. This is one of the reasons punishment can cause more problems than it solves - if you punish a dog for this sort of behavior they will be very confused!
What usually reinforces this behavior is the attention that it gains. So I would do the only sensible thing you can do and ignore it. Don't make a fuss about it, and as quickly as possible just start going about your business when it happens.
What you should be aiming for is for pup to automatically 'sit' to greet you. Does pup know how to 'sit' on cue? The more you reinforce sit the more often you will get it, and I would certainly make a fuss of pup whenever he sits.
Eventually, not overnight but eventually, you will replace this licking and jumping up with 'sit'. Make that your goal. Be patient and be generous.
