House training Chihuahua

I have two Chihuahua's that will sometimes pee on their paper andy other times everywhere else including chairs and beds. We have tried giving them treats when they go on paper but nothing seems to work. We are at the end of our ropes with this situation. One of the dogs is 8 months and the other is 4-5 months old.They are both female the older one is been fixed. They seem to be very smart but this is a bad issue with them

I hate paper training
Strong words, but I really do hate paper training. Almost anything is better than teaching a dog to pee inside on ANY surface unless you really have to because of your living arrangements or physical disabilities.
That's not to say that you can't paper-train a dog successfully, but you need to strictly control what the dog can or can't do, and the environment that he lives in. It's not easy!
Are your dogs crate trained? Crate training will make house-training a new pup 10x easier, and 100x easier if your pup already has a house-training problem. It allows you to control the opportunities your pups have to make mistakes, therefore setting them up for success.
You need a schedule for toileting and eating. Water should be freely available. You need to take pups outside very frequently. If you live in an apartment, this will be a pain in the backside and will consume your days - but ultimately it's much easier than having to clean up 100x a day and still living with a stench.
Also, make sure you use an enzyme-based cleaner to clean up any messes, new or old, even the ones that happened when you first brought pup home.
I suggest you join the Yahoo doghousebreaking group ( http://www.groups.yahoo.com/group/doghousebreaking ) where you will be sent comprehensive instructions for house-training upon joining and where you will be able to receive more assistance with your house-training problems.
